Unfortunately, the 64bit versions of P3D broke the compatibility with the FSXWX's direct wind control via FSUIPC offsets. The developer of FSUIPC confirmed that and does not plan to revive this possibility. While the weather depiction (i.e. weather stations, clouds, visibility, etc.) are still working, the wind speed and direction cannot be directly controlled any more but are the result of P3D's internal interpolation of surrounding weather stations.
Anyhow, there will be a new P3D version of FSXWX coming soon!
It will contain some mitigations for the lost direct wind control and further cloud and visibility depiction updates to better match the look'n'feel of P3D v4/v5 (incl. trueSKY).
