Turns out the REAL winds were 070 at 6 and ATIS was correct!
So.... That makes it more confusing. An info request from FSXWX posted winds as 0, but it apparently was sending the real metar info to FSX. Why then did approach want me to land on 28 when 10 was (correctly) in use.
